        DOT administers standard time issues in US. Please refer to 49 CFR
Subtitle A, Part 71-Standard Time Zone Boundaries, for the official
boundaries as of 1 Oct 86. There have been a few local changes since
then, nothing major. Kearny County, KS is entirely within Central Time
Zone now. Stark County, IN is probably within Eastern Time Zone.
 
        There is also useful material in 15 CFR, Subchapter 9, Parts
260-267. Here one can  find regulations regarding Daylight Saving Time as
well.
