Ahava, your first example can be correct if the map is historical in nature, but I would not just use it if a map is say from the 1960s and you want to cover that time period.  But we have many examples when a map depicts historical events and then: $$a [name of place] $$x History $$y [chronological subdivision] $$v Maps is correct.
However, I would always recommend have $$a [name of place] $$v Maps as that would co-locate all maps of one place together.

Our classification department doesn't usually add subject headings to maps, so the department head asked me to check with the experts (you all). Her question:

Is this kind of string correct:
$$a [name of place] $$x History $$y [chronological subdivision] $$v Maps

Or does it need to be divided into 2 separate subjects:
1.     $$a [name of place] $$x History $$y [chronological subdivision]
2.     $$a [name of place] $$v Maps
