You do need a subject heading containing the geographic area name, when
applicable.  The theory is that place is the most important element for
cartographic materials.  A "map" showing various kinds of landforms in a
nonexistent place would only need a topical heading.  Headings beginning
with a topical subject which is subdivided geographically do count.
