Subject: Digital versions of USGS 1:500k state maps?

A patron is looking for a digital file (preferred in vector format) of a
USGS 1:500,000-scale map of the state of Utah.  It exists in paper,
dating from 1988, but is an electronic file readily available that
someone can download?  Only one he's found is black-and-white 300 dpi,
not the full-color, full-topography version we see in paper.

Any advice on obtaining this?
