Hi Michael,
I just took a look at the "Union List of Sanborn & Other Fire Insurance
Maps" (compiled by Philip Hoehn and hosted at UC Berkeley Library):

It looks like there might be a 1917 edition (of at least some part of
Tulsa) at the U of Oklahoma, Norman.
