We have a patron trying to locate the criteria by which municipalities are
grouped into "homogeneous micro-regions (micro-regioes homogeneas) for the
state of Bahia, Brazil (especially these three micro-regions:  Chapada
Diamantina Setentrional;  Chapada Diamantina Meridional; and Piemonte Da
Diamantina).  Or, as he puts it:  In other words, why are certain
municipalities put into micro-regions while others aren't?
