You can check out http://www.gisdatadepot.com for DRGs by state, where,
I
believe, you can download by quad for free, or purchase in bundles.
Sometimes local universities also have DRGs for their area.

I'm trying to find out where the best place is to obtain USGS topo maps

DRG format.  Does the USGS or a commercial venture sell DRGs in terms of
