Dear Laurence
We have a number of such items in our collection and our policy is to
treat them as unpublished maps with manuscript annotations.  Thus the
only data needed in MARC 260 is a circa date.  We also have written
guidelines on when to consider a map with manucript additions as a new
work.  I could fax these to you if you would like (in which case email me
at vparker@ archives.ca).
