Krina, there is even an opportunity of creating subjects for neighborhoods in the authority file. An example of this is Washington Heights (Chicago, Ill.) and Washington Heights (New York, N.Y.), etc. But I would only recommend this if the neighborhood is well-known and appearing in multiple resources.
Otherwise, as others have said Region is reserved for a place that is a city + (so larger than the city)

Instead of using 'region' for neighborhoods in our city, we would add individual neighborhoods as additional subject headings, if it's only a few, and if bringing out the neighborhood makes sense. That way, if the material is detailed enough to provide useful information about several individual neighborhoods, the researcher can find that information.
If the material covers more than a few neighborhoods, we would revert to using the City as the subject heading.
Otherwise, I agree with what's been said here already about NOT using 'region' for neighborhoods.

My reason was, that sometimes the area around a neighborhood was (and is) hard to define, not built up and does not have a specific name to use for a subject heading.
My superiors are of the opinion that a neighborhood cannot have the word ‘region’ attached to it in subject headings, and want to take the word region out.
Does anybody use the word ‘region’ for an area smaller than a city?
