Wow.
From this side of the equator, "noncitizens" sounds much like "nonpersons": dehumanising Orwellian governmentspeak.
"Aliens" is a much friendlier term, and also has the benefit of applying across historical time periods before there was the modern concept of citizenship.
I'd rather be an alien than a noncitizen anyday!
...and what happens to aliens from outer space?
