Somebody who worked at LC in the early to mid 1960s may have a clue.
I was working there while I was an undergraduate (not on this type
of map) and recall seeing George Ilinsky working with a lot of
German/Russian maps.
 
If nobody else remembers, maybe somebody presently at LC can take a
look.
