The David Rumsey Collection has online:

Rand, McNally & Co.'s Business Atlas. 1897. Rumsey Pub List No: 4520.000.

http://www.davidrumsey.com/InsightRedirector/InsightRedirector.asp?cmd=start&cid=RUMSEY-8-NA&iia=0&ig=David%20Rumsey%20Collection&isl=0&gwisp=0%7CPub_List_No%7CPub%20List%20No%7C1%7C4520.000%7C2&gwia=3&gc=0

These two registries were established only recently. A better place to
search for online maps and atlases (at this point in time) is WorldCat
-- which should be available through your local public library. A
simplified version of that database is freely available on the web at
http://www.worldcat.org

Another good source is Infomine:

Have any (out of copyright) Rand McNally Commercial Atlases been
digitized and made available for viewing or download?

The WAML registry has only 47 entries so far, nearly all from the
David Rumsey Collection. I was unable to get ANY query of the ALA
MAGERT Scanning Registry to return anything other than 0 results.
