I am cataloging some maps of New Mexico counties that outline the county
and provide a section grid.  They are blueline prints, with the name of
the county given in block letters.  There is no statement of
responsibility or publication or reproduction information.  However, there
are lines and/or annotations in colored pencil on these maps, and they
were clearly designed to be preliminary to other work.  Do other map
catalogers catalog such items as "published" maps with manuscript
annotations or as manuscript maps?  Thanks for any help you can give.
