     With a "map scale indicator" you could check the scale using the
     latitude grid, among other things.
 
     It has been a while since I saw a notice of these being available for
     sale, I am not sure if "map scale indicators" are still

Chuck, since you are cataloging a map showing Mexico I think you can be safe
to assume statute miles here. If you have a copy of AACCCM's _Cartographic
Materials: A Manual of Interpretation of AACR2_ there is a table on pg. 172
showing British conversions that might be of use.
