What follows is a long document.  After reading it and other material
relating to this issue, I felt it was important to get it out.  We
should all study this and make recommendations... to the LIST or me.  The
meeting in Chicago WILL HAVE RAMIFICATIONS!  We need to have a voice.
I have to say I favor Alternative G.  This Map Library already serves as
the Map Library for the State.  I would be able to do a better job if I
had closer control of non-map spatial data; i.e. geo-referenced data like
census.
