Hi Hallie:
Our staff does all the scanning and we do not limit the number of items
to be scanned. Our fee system is periodically reformed as our services
evolve. We used to charge a time-based fee for scanning, as well as a
size-based fee for plotting or a flat fee for CDs or DVDs, depending on
the patron's delivery choice, but no charge for the actual digital
image. Now that we have a growing online digital map library where
patrons can purchase TIFFs directly from our website, we charge $5 per
image for university affiliates and $10 per image for the general public.
This new fee resulted in cases where one patron came in, had a map
scanned for $7.50 (minimum charge - half hour), then received the TIFF
for $5, burned onto a CD for $3, for a total of $15.50. Another patron
came in a few days later and asked for the same map (probably for a
class). As it was already scanned, the price was $5 + $3, or $8. We
felt it wasn't fair to penalize the first patron because the map was not
yet scanned. Because of this we have since dropped the scanning fee and
now only charge the image fee plus the CD charge. (If the patron wants
a print rather than the digital image, they are charged the size-based
plotting fee instead.) We hope in the long run the image fee will cover
the scanning costs.
I would be interested to read how others have dealt with equity in
scanning/digital images.
