Hello,
I recently helped a student who was looking for data for Mexico (and
neighboring countries), so I have a long annotated list of data
(basically what I provided for the patron). My patron's research area
was much larger so this may not even help since these layers are
probably too small scale. But just in case I thought I'd share.

SEDAC from Ciesin has Mexico data

The data was published in 1999 but contains census data from 1990. Data
is by municipio, state, and island. The island data is a point layer.
The others are polygons.
Island data: mexisl
Municipios: mexmunic
States: mexst
Attributes include total pop, male and female. Data is in GCS, Clarke 1866
Urban Places
Includes attribute of population from Pop 1921, Pop 1930, Pop 1940, Pop
1950, Pop 1960, Pop 1970, Pop 1980, Pop 1990

Feature Class: point
Urban Place GIS Coverage of Mexico is a vector based point Geographic
Information System (GIS) coverage of 696 urban places in Mexico. Each
Urban Place is geographically referenced down to one tenth of a minute.
The attribute data include time-series population and selected
census/geographic data items for Mexican urban places from from 1921 to
1990.

Abstract:
Beta version of a thematic grid of Land Use Systems (LUS) and its
attributes for Latin America and Caribbean with a spatial resolution of
5 arc minutes or 0.083333 decimal degrees. This dataset, presented as
beta version, is developed in the framework of the LADA project (Land
degradation Assessment in Drylands) by the Land Tenure and Management
Unit of the Food and Agriculture Organization of the United Nations and
is copyright of FAO/UNEP GEF. The LUS map implementation is based on a
innovative methodology combining more than 10 global datasets. Due to
the map generation method, the quality of the map can never be uniform.
The overall quality of the map depends heavily on the individual quality
of the data for the different countries.
