Sorry to be late to the party...

Berkeley falls in category 1)  Keeping all our print USGS topo maps.
We have kept all editions and revisions for all states. Currently they are
all on site. We have catalog bib records (of varying quality) for each
quadrangle, with different editions listed as items on the bib.

Since participating in the survey on which Cheri and Mary's paper was based
we have gotten rid of our large-format plotter. Thus far it hasn't come up
as an issue, but I'm interested to see how it plays out longer term.
