I believe there are maps by state with county boundaries packaged as
part of SAS (the Statistical Analysis System), they are used as sample
graphic data.  You might want to ask your local SAS guru.   Dave

There are maps of this type available in the Facts on File State Maps on
File series.  Also the Township Atlas of the United States by Andriot
has these maps.

Appendix F of the 1988 County and City Data Book has individual state maps
with county boundaries and names. This may give you what you need.  The book
should be available in your general reference and/or gov. documents
collection.

The 1990 Decennial Census of Population and Housing Printed reports and the
Census of Agriculture printed reports (last census published is 1987) are
excellent sources for 8.5" x 11" size state outline maps, with county
boundaries and county seats.
